Practice Overview

Raza joined Chambers following his call to the Mauritian Bar in January 2021. His areas of practice include civil, commercial, public and administrative and employment law, as well as international arbitration.

He appears before all courts in Mauritius, including the Supreme Court, international arbitral tribunals and has appeared before the Judicial Committee of the Privy Council.

Raza has a keen interest in election law: he has acted as junior counsel for the Electoral Supervisory Commission in over 20 election petitions before the Supreme Court of Mauritius and has collaborated with the International Institute for Democracy and Electoral Assistance (International IDEA).

Raza is also a visiting lecturer in public law at the University of Mauritius.

Notable Cases

 

Dayal v. Jugnauth [2023] UKPC 35 (Privy Council) and Dayal v. Jugnauth [2022] SCJ 279 (Supreme Court of Mauritius) - acting for the Electoral Supervisory Commission in the electoral petition seeking to invalidate the election of the sitting Prime Minister of Mauritius on the grounds of electoral bribery and treating.


Emtel v. Mauritius Telecom & ors [2024] UKPC 9 (Privy Council) - acting for Emtel in one of the largest claim for damages under Article 1382 of the Mauritian Code Civil (MUR 1 billion) for unfair competition and failed telecommunications regulation. Emtel's appeal to the Judicial Committee was allowed against the regulator and the operators

Inside Capital Partners v. Sadar (Supreme Court): junior counsel (led by Ali Adamjee) resisting an application for a freezing injunction and asset disclosure orders in support of enforcement proceedings under the Mauritius International Arbitration Act.  Acted as junior counsel (led by Ali Adamjee) in the underlying PCA administered arbitration.

Mauritian company v. Zambian company (confidential MIAC arbitration): junior counsel (led by Ali Adamjee) defending a Zambian company in a multi-million-dollar arbitration for claims for breaches of a share purchase agreement and management services agreement.


Sinohydro Corporation v. The Minister of Finance & Ors (Supreme Court - ongoing) - Acting for an international engineering and construction company in judicial review proceedings before the Supreme Court of Mauritius in a challenge against decisions of the Minister of Finance and of the Public Procurement Office of Mauritius in relation to debarment proceedings.

 

A. A. Toorawa Ltd v. The Minister of Labour, Human Resources Development and Training (Supreme Court) – junior counsel (led by Anwar Moollan SC) in judicial review proceedings challenging regulations made by the Minister of Labour.

 

Veling Holdings Ltd & Ors v. Airport Holdings Ltd (Bankruptcy Division, Supreme Court)– junior counsel in a winding up petition presented against Airport Holdings, a government company, for sums due under a Share Purchase Agreement for the shares in an entity operating a private airport terminal.
